In a bold move that has captured significant attention, California Governor Gavin Newsom (D) announced on Monday his decision to recruit two former high-ranking officials from the Centers for Disease Control and Prevention (CDC). These individuals, Susan Monarez and Deb Houry, were either dismissed by Health and Human Services Secretary Robert F. Kennedy Jr. or chose to resign in protest against his controversial policies.
Monarez, who previously held the position of CDC director, along with Houry, who served as the chief medical officer at the CDC, will now collaborate with the California Department of Public Health. Their primary mission will be to spearhead the establishment of the Public Health Network Innovation Exchange (PHNIX).
Houry was among several senior CDC leaders who stepped down earlier this year, voicing their dissent against what she termed the "weaponization of public health" under Kennedy's leadership. In a dramatic turn of events, Monarez was ousted just weeks after her confirmation as CDC director, an action she attributes to her refusal to endorse certain changes to vaccine policies that Kennedy sought to implement.

According to an announcement from Newsom’s office, PHNIX is set to be a groundbreaking initiative aimed at modernizing California's public health infrastructure while fostering trust in decisions driven by scientific evidence. "The Public Health Network Innovation Exchange is anticipated to unite top-tier science, innovative tools, and brilliant minds to enhance public health," Newsom stated. He emphasized that by bringing in these expert scientific leaders to assist with the launch, California aims to bolster collaboration and lay the foundation for a contemporary public health framework that will instill confidence and stability in scientific data, benefiting not only the state but also resonating nationally and globally.
Katelyn Jetelina, the CEO of Your Local Epidemiologist, is also set to join this initiative. She highlighted the necessity of PHNIX in today’s "chaotic health information environment." "I am thrilled to contribute my expertise in health technology and innovation to support PHNIX," Monarez expressed in a statement. "California boasts an exceptional concentration of talent, technology, and investment, and our goal is to harness these strengths for the public good—modernizing public health operations, accelerating innovation, and paving the way for a healthier, more resilient future for all residents of California."
"California will advance practical and scalable solutions that enhance public health both within the state and beyond," Houry added. "This endeavor showcases how states can modernize data sharing, enhance collaborative capacity, and operate more efficiently, all while maintaining a strong focus on safeguarding individuals and communities."
Newsom’s office indicated that PHNIX will prioritize public health preparedness by investing in advanced technology and developing frameworks for the future. This includes creating better systems for tracking health trends while ensuring privacy, emphasizing artificial intelligence, and proposing models for collaborations among states, the private sector, and academic institutions on a global scale.
Since Kennedy’s appointment, California has engaged in various state-level health initiatives that operate independently of federal oversight. Notably, it has participated in the West Coast Health Alliance alongside Oregon and Washington, which aims to establish public health guidelines grounded in "scientific expertise."
